OBJECTIVES

Under the direction of the Director of Compliance and Quality Management, provide the necessary oversight to ensure programs are operating in compliance with all local, State, and Federal laws, in addition to Northside Center policies and procedures. This position is responsible for supporting Northside Center’s Corporate Compliance Program, including reviews of internal controls and processes to ensure organizational compliance with New York State compliance program requirements. This position will also perform tasks related to ensuring program and organizational adherence to industry standards and regulations, driving continuous improvement initiatives, and fostering a culture of excellence and accountability.

DUTIES AND RESPONSIBILITIES:

  1. Perform program utilization reviews and internal audits to ensure recipients receive appropriate services and are served at an appropriate level of care. This includes submitting findings and/or Corrective Action Plan(s) to program leadership based on findings.
  2. Responsible for assisting with internal audit preparation activities and overall readiness, including program visits to review physical plant, administrative documentation, staff preparedness, and quality case record reviews. This includes providing guidance to staff regarding program regulatory requirements.
  3. Conduct periodic Medicaid billing audit and monitoring activities as part of the annual Compliance Work Plan.
  4. Conduct compliance investigations as required into identified regulatory and/or compliance issues. Draft investigation reports summarizing findings and recommending corrective actions.
  5. Identify potential risk areas that could impact Northside Center’s reputation, safety, security, and financial prosperity. Assist department leadership in the development and implementation of policies and procedures to mitigate these risks.
  6. Identify and assist Northside Center in establishing methods to improve the required provider’s efficiency, quality of services, and reducing the required provider’s vulnerability to fraud, waste and abuse. Provide support for the ongoing administration of the Corporate Compliance Program.
  7. Assist department leadership in development and monitoring of quality improvement activities across all programs, as assigned by Director of Compliance and Quality Management and/or Senior Management.
  8. Assist department leadership in development of, or revision to, applicable Northside Center policies, including organizing, at minimum, annual reviews of internal policy and procedure.
  9. Assist department leadership with incident management, including incident tracking and trending analysis, along with participation in any applicable Northside Center Operating and Regulatory Committees and completing associated meeting minutes.
  10. Completes additional duties as assigned by Director of Compliance and Quality Management and/or Senior Management.

SPECIFIC SKILLS:

  • Must be able to identify, understand, interpret, and operationalize various Federal and State Laws, rules, regulations, policies, guidelines, and performance standards;
  • Ability to work with a diversity of people, negotiate effectively, specifically with the various departments within the organization;
  • Strong writing, relationship development, interpersonal, and presentation skills;
  • Critical thinker, analytical, and detail-oriented;
  • Creative, strategic, and results-oriented Team player, flexible, and agile with the ability to work in a complex and fast-paced environment and manage multiple relationships and projects under deadlines.
  • Must be computer literate, including Microsoft Office Suite applications. Experience with electronic health records (NetSmart) preferred.

QUALIFICATIONS:

  • Master’s Degree preferred; or
  • Bachelor’s Degree in human services, social work, or related field; and
  • Minimum 2 years of prior experience in human services, behavioral health, or related fields required;
  • Prior experience in the area of compliance or quality assurance preferred;
  • Knowledge of NYS Office of Mental Health (OMH), Department of Education (DOE), Early Intervention (EI), and/or Early Head Start/ Head Start regulatory standards;
  • Knowledge of Office of Inspector General (OMIG) industry standards and regulations, including Medicaid program Part 521 regulations.

COMPENSATION: $55,000 - $65,000
